National Action Plan

The first National Action Plan to Prevent and Counter Radicalisation and Violent Extremism was adopted in 2017. The 26 measures, which are divided into five fields of action, were to be implemented by the end of 2022.
In view of security policy and social developments, the Confederation, cantons, cities and communes have adopted a second National Action Plan to Prevent and Counter Radicalisation and Violent Extremism.

The second action plan contains eleven measures. They are divided into the following four fields of action: 1. Identifying and reducing radicalisation causes; 2. Awareness raising and knowledge building; 3. Information and threat management and networking; and 4. Interventions in the case of at-risk and radicalised persons.

The new measures build on insights gained from the first action plan, and on recommendations from an external evaluation. The second action plan places greater emphasis on violent extremism in all its forms, and addresses in particular radicalisation prevention for young people and internet and social media literacy.

The Second National Action Plan to Prevent and Counter Radicalisation and Violent Extremism was developed under the leadership of the Swiss Security Network with authorities from all levels of government and experts from academia and civil society. It comes into effect in 2023 and will be implemented within five years. The Federal Council was informed about the new measures contained in this action plan at its meeting on 16 December 2022.

Conference NAP 2018

On 14 November 2018, the Swiss Security Network and Swiss Crime Prevention held a conference in Bern for specialists working for communal and cantonal authorities and for civil society organisations who may be confronted with potential cases of radicalisation in their everyday professional lives.
